A Commonsense Neighbourhood Development Plan for Burghill Parish

Note: this is NOT the 'official' Burghill Parish Council website.

The Facts have changed, the Numbers must change too. Remember, the Minimum Target for the period 2011 to 2031 is 18% (124 houses)

[NB Tables updated 24 October 2018 to include 128th Planning Permission]

THE COMMONSENSE NDP WOULD LOOK LIKE THIS (it may seem silly to have higher numbers than needed, but now there is no alternative because 'windfalls' will come forward anyway, and it makes sense to plan for them. Obviously, as the minimum target of 124 is exceeded, the 'windfall' element could be reduced accordingly in the plan, but that would not stop local people still coming forward with applications for, say, barn conversions, which is what one might expect in the rural area):
Planning Permissions as at 1st April 2016 according to Herefordshire Council's Neighbourhood Planning Officer 23

THE 18% TARGET FOR THE NDP IS OVER-ACHIEVED !!!!!!!!!!!!!!!!!!!!!!!!

‘Windfalls’ allowance already identified in the various Draft Neighbourhood Plans, adjusted for changes
21
Total of new homes already approved (including 25 affordable homes) PLUS 'windfalls'**
149
COMMONSENSE HOUSING GROWTH (windfalls will inevitably take the total over the target of 124 houses, the minimum 18%)

over the minimum 18%

THE PARISH COUNCIL'S NDP IS LOOKING LIKE THIS (based on the resubmitted 'April 2018' Draft NDP):

Total of new homes already approved (including 25 affordable homes)(see table above)

128

Favoured sites "to make up the shortfall" ('capacity' figures from the resubmitted 'April 2018' Draft NDP)
• Site 25 - Cherry Orchard, Tillington
6
• Site 10 - Tillington Business Park * SEE NOTE BELOW
8
• Site 21 - the land 'opposite the golf club' (that is actually the site east of Redstone)
10
Extra houses on more mini-housing estates in the Parish Council's resubmitted 'April 2018' NDP
24

PARISH COUNCIL RESUBMITTED NDP HOUSING GROWTH EXCLUDING WINDFALLS ( Total of new homes already approved PLUS mini-housing estates)

152
PLUS WINDFALLS
21

LIKELY CONSEQUENCE OF PARISH COUNCIL RESUBMITTED NDP HOUSING GROWTH (Total of new homes already approved PLUS mini-housing estates + windfalls)

173

Percentage increase on 2011 base of 689 houses in Parish

UNNECESSARY & EXCESSIVE!

25%

FOR COMPARISON, FROM RESPONSES TO THE 2014 QUESTIONNAIRE
  • 56% of Burghill Parish households said an 18% housing increase was too much
  • 64% of Burghill Parish households said that 10% or less might be acceptable
  • ONLY 2% of Burghill Parish households said that more than 18% would be acceptable

NOTES:

* THIS SITE HAS REPEATEDLY BEEN CLAIMED DURING THE 4 YEARS OF THE NDP PROCESS TO BE 'BROWNFIELD'. THIS IS A MISLEADING AND SERIOUS ERROR BY THE PARISH COUNCIL. ONLY ABOUT 20% OF THIS SITE 10 IS BROWNFIELD.
** "Windfalls" are sites which might not have been previously known, sites for single dwellings, changes in existing planning permissions or conversions to existing buildings.
