A Commonsense Neighbourhood Development Plan for Burghill Parish

There has been a shocking disregard for keeping the public informed:

  • The Steering Group Minutes and Agendas, and its Terms of Reference were only published in November 2016 after a Freedom of Information Request by a member of the public. 21 sets of Agendas & Minutes and the Terms of Reference were belatedly published. The National Planning Practice Guidance states quite explicitly that "The terms of reference for a steering group or other body should be published and the minutes of meetings made available to the public."
  • The Parish Council decided to embark on a Neighbourhood Plan in 2013. It therefore took THREE YEARS for these documents to be made public, contrary to National Planning Practice Guidance.
  • Background 'evidence' was not published as it should have been. Most of it only appeared AFTER the Regulation 16 'consultation' period which was from 13 July 2016 to 24 August 2016. If we become aware of missing evidence we will post links here.



  • A most important document which you should be aware of, but probably aren't, is Herefordshire Council's Progression to Examination Report (opens in new window) or you can read the Officer's Report which is extracted below on this page. It was published at end September 2016. This explains why the Burghill Neighbourhood Development Plan was rejected by Herefordshire Council and returned to Burghill Parish Council due to undeliverability of sites and a need for further community involvement:
